Julia Pierson

Chair of the Board

Julia Pierson is an experienced law enforcement executive and former Director of the United States Secret Service. Ms. Piersonʼs federal career spanned 5 Presidential administrations with protective and investigative assignments around the world. Ms. Pierson built a reputation as an inspiring leader, culminating with her appointment in 2013 by President Barack Obama to become the 23rd Director of the United States Secret Service.

Vice Chair of the Board

Maria Moss is a retired US Air Force (USAF) officer with 28 years of experience in the conventional Air Force, Air Force Special Operations, and Joint Special Operations communities. Ms. Moss's military career includes expertise in logistics, international relations, analysis, and crisis management.

Youth & Young Adults Programs Chair

Chris Hill is President Emeritus of the The National Association of Police Athletics/Activities Leagues and Chair of the RIHSC Youth and Young Adults Committee.

James P. Schield

Federal & International Law Enforcement Chair

James Schield has over 40 years of federal and state law enforcement experience, starting his career as a deputy sheriff in 1977. His federal career includes senior positions with the U.S. Marshals Service (USMS) and the Department of Homeland Security (DHS).
In his most recent position as a Senior Advisor for DHS/FLETC, he promoted information exchange and collaboration between DHS and the Department of Justice (DOJ) on overseas capacity-building projects. In his last position with the USMS as Chief of International
Operations, he managed overseas operational and training activities across the entire organization.

David MacNeil

Cold Case and Forensics Support Chair

Dave has been a member of the Watertown, MA, Police Department since 1986. He is assigned to the Division of Criminal Investigations and holds the rank of detective. Dave oversees the department crime lab and is the primary investigator in major crimes and the department crime scene photographer.  Dave graduated from Western New England College, the National Forensic Academy Session XVII, and specialized courses from the DEA, FBI, and United States Secret Service Academies.  Dave is a proud Board Member of the Vidocq Society, Board Member of the Cold Case Initiative, President of the Watertown Police Relief Association, Past President of the National Forensic Academy Alumni Association from 2008 – 2016, Former Vice President of Licensed Private Detectives of Massachusetts, Former Chairman Education Committee, Licensed Private Detectives of Massachusetts. He is also a member of LPDAM, ASIS, IAI, NEDIAI, NEMLEC, IAFCI, INTELLENET, NFAAA.

Campus Safety Chair

Director Richmond Manages The National Center for Campus Public Safety (NCCPS) and spent over 30 years in campus public safety and law enforcement. She is also a graduate of the FBI National Academy.  Chief Richmond is Chair of the RIHSC Campus Safety Committee.

Jennifer Moore

Senior Advisor for Genetic Genealogical Investigations

Jennifer Moore is an Investigative Genetic Genealogist and a Virginia Licensed Private Investigator. These experiences have driven her to use her skills to assist law enforcement and victims' families to have answers from some of the most devastating times of their lives in ensuring the right person is held accountable for their actions.  In addition, she has spent thirty-plus years as a Special Education and Disability Advocate providing information to people with disabilities about their human rights, understanding of laws in jurisdictions, and disability awareness.

Jennifer Skinner

Senior Advisor for

Privacy & Civil Rights 

Jennifer Skinner is an attorney with more than a decade of solving complex challenges to national level criminal intelligence, counter-terrorism, and organized crime programs through civil rights, civil liberties and privacy policy development, training, and review.  Jennifer has extensive experience working with Federal, State, and local criminal justice litigators and privacy officers to ensure the institutionalization of strong and effective privacy, civil rights and civil liberties protections.
